Summary of Reason for Decision:
This will help develop availability and quality of supply, and provide greater clarity and understanding about what Councils will be purchasing.
Reason for Decision:
St Helens along with the 22 Local Authorities in the North West are part of a collaboration Placements Northwest, which assists local authorities in the Northwest making out of authority Education or Care placements. Some years ago Placements Northwest established a framework of Quality Assured Education Providers to support local authorities in commissioning appropriate placements, where in house provision is not able to meet the needs of a particular child. In July 2015 North West Authorities undertook a regional review of all national contracts including the National Schools Contract 2013. Following this review there was an appetite to move towards a framework contract that would offer a light touch tendering process, establish clear routes to market, address the significant uncontracted spend, bring clarity and competition to price and to standardise the terms and conditions. This move was in response to changes to the SEN landscape and routes to market following the implementation of the new SEN Code of practice.
Risks Associated with this Decision:
The risk is this proposal is minimal as use of the framework remains optional.
Measures to Redress Risk:
The Council is under no obligation to use the framework and there is the opportunity for direct award or mini competition if we do.
