Title:
St Helens Physical Activity Campaign 2019
Summary of Decision:
To retrospectively approve the 2019 Physical Activity Campaign proposal to the Renova Foundation and to approve acceptance of awarded funding
Proposed Decision:
To develop a campaign commencing in April 2019, focusing on increasing the number of active people in St Helens. Four activities will be promoted: Cycling, Swimming, Walking and Running. These have been chosen as they are activities that all ages and abilities can participate in with little to no money required. The campaign is being funded primarily by Renova however a contribution by Public Health will allow for further activities to be held in areas of most need (Four Acre, Thatto Heath and Parr) as well as additional events throughout the year such as the Santa Dash, a cycling event and the launch event of the campaign. The funding will support the proposed Summer Community Games events taking place in Thatto Heath, Four Acre and Parr, covering costs such as for St Johns First Aiders, road closures, awards etc. The money will also support the services providing activities, ensuring that there is the capacity to deliver sessions as required. This may include paying for sessional workers from HLT or Sports Development or training for ride leaders for cycling provision. The proposal paper has been attached for information.

Physical Inactivity in St Helens is high. Many health conditions are preventable or easier to manage when active
Reason for Decision:
St Helens has significantly fewer residents who are defined as being physically active compared with the North West and the National average. 58% meet the recommended activity levels (150 minutes of moderate activity a week) whilst 26% do less than 30 minutes per week. For children, 70% do less than 30 minutes’ moderate physical activity per day, half the recommended amount of 60mins. Physical Activity has many benefits including heart health, weight management, bone health as well as mental health and wellbeing. In St Helens, 71% adults have excess weight. For children, 38% Year 6 and 27% Reception year are overweight or obese. Moreover, cycling, walking and running can be done in green space which supports mental health and wellbeing but also supports the Liverpool City Regions’ Year of the Enviornment 2019 campaign – St.Helens has the highest proportion of the population with nearby access to woodland in the North West of England.
Risks Associated with this Decision:
Proposal is trying to promote local activities and engage people in participating. As with any programme there is a risk of poor attendance / poor weather / low stakeholder support.
