Summary of Reason for Decision:
The Council has been successful in applying for Arts Council England funding for the St Helens Cultural Hub project
Reason for Decision:
St Helens Libraries, Arts and Adult Learning Service has worked closely with ACE to develop a bid to bring much needed financial support to the cultural life of the Borough. St Helens is a priority area for ACE funding due to low participation rates. The "St Helens Cultural Hub Project" would be a two year programme aimed at delivering the following: - Development of a Library Arts Strategy and a Library Arts Policy - this would be a unique piece of work that other authorities could replicate - Development of a Digital Arts Development plan for Libraries by experienced digital arts practitioners - this would aim to exploit the extensive creative media capacity within the service. It would also support participants to significantly enhance their digital skills and as a result, their employability - Development and implementation of a three year programme of high quality arts activities, projects and performances in libraries. This project aims to build upon the extensive body of work that has been delivered, and is ongoing, using library spaces as neighbourhood cultural centres. The two year project budget would be as follows: - Arts in Libraries grant from Arts Council £150,000 - £35,964 match from Arts In Libraries manager role- Arts Service budget - £10,000 from Skills Funding Agency - Neighbourhood Learning in Deprived Communities Fund To be raised from other sources £30,000 from voluntary sector - part of the project is working with local arts groups to submit small arts grants applications to the Arts Council The bid has been successful and the Council has been awarded £149,968. There are conditions on accepting this grant which can be seen in the attached letter. Arts Council England need written confirmation that the Council is accepting the award by 2 June 2013. There are conditions to the grant being awarded. An interim and end of project evaluation report will need to be submitted. All publicity will need the ACE logo on.
