To approve the Council accepting the Youth Music grant on behalf of the Merseyside Music Education Hub Alliance
Proposed Decision:
To approve the Council accepting the Youth Music grant on behalf of the Merseyside Music Education Hub Alliance (MMEHA) and acting as the lead partner during the duration of the project grant 2020-2023.
Summary of Reason for Decision:
The Council currently managers the budget for MMEHA. MMEHA as partnership has a strategic aim to draw down additional external funding.
Reason for Decision:
St Helens Council currently manages the joint funds for the Merseyside Music Education Hub Alliance (MMEHA). The Admin Decision PEOP001180 provides more information on the management arrangements of the partnership funding including the creation of a dedicated budget code for MMEHA finances . A key aim in the formation of the partnership was to seek additional external funding from regional and national organisations. Earlier this year the Music Service completed a two stage application process on behalf of MMEHA to Youth Music, in which they were successful in securing £149,900 in funding over three years for their project 'The Merseyside Music Careers Pathway'.
Risks Associated with this Decision:
If the funds are not accepted the work will not take place and our standing within the partnership will be lessened
Measures to Redress Risk:
The risks associated with this decision for the Council are those in not accepting the money. By being the lead partner and fund holder the Council is best placed to influence and lead these activities that will have an impact across the city region. By not accepting the money we would potentially allow external income to be lost for the other partners within activity.

The external funding allows financially disadvantaged young people to access the activities for which finance would usually be a barrier
