Summary of Reason for Decision:
There is a need to update the rules as the last review was April 2008.
Reason for Decision:
The opening of the new St Helens Cemetery extension in April 2011 has allowed the council to offer increased choice to the bereaved in choosing grave types and memorialisation for their loved ones. This review includes in detail the extra choice that will be available to the bereaved. The main additions include a separate section for more traditional memorials that includes for kerb sets and larger headstones, a children's burial section, cremation columbarium niches and a new cremated remains burial area. There is a particular demand for traditional memorials and kerb sets including larger headstones from the Traveller community (see attached Chief Officer report). This can now be facilitated in section 89 of the new section. Detailed dimensions and drawings will be added to the document to ensure this is fully understood prior to purchase. A further addition is to introduce a right to erect a memorial lease to cover the expected safe life span of a memorial which will be reflected in the term of guarantee provided by the memorial mason. This is usually 30 years. It is envisaged that there would be an opportunity for the grave owner to renew the lease following its expiration and on condition that the memorial is safe. This will secure the management and safety of memorials in future years. There are a number of updates required and a summary sheet is attached outlining the changes.
