Review of Fees and Charges within the Engineering Division
Summary of Decision:
To approve an increase in fees and charges for services provided by the Engineering Division
Proposed Decision:
To increase the fees and charges for services provided by the Engineering Division, in those areas where the local authority has discretion to review the level of charges.
Summary of Reason for Decision:
A review of fees and charges has taken place and this has indicated that there should be an increase in charges in certain areas..
Reason for Decision:
The Engineering Division provides a wide range of services for the public for which there is opportunity to charge. These services include the provision of skip and scaffolding licences, providing detailed highway information, constructing vehicular drop crossings (across footways), issuing road opening permits and planting licences, providing accident and traffic flow information and designing street lighting schemes for private developers. Another major service which the the Engineering Division provides is the supervision of Section 38 (1980 Highways Act) development sites. This involves checking, supervising and managing the construction of roads and footways associated with private development sites to ensure that they are constructed to the Council's standards. The roads and footways are subsequently adopted and maintained by the Council. Comparisons of the charges levied have been made with authorities in Merseyside and the north west of England. The charges now proposed are broadly in line with other authorities and also reflect the cost to this Authority of carrying out these functions. Some charges are proposed for an increase but others are being kept at the same level, where it is clear that St Helens is charging at a higher level than neighbouring authorities. Overall it is proposed that fees and charges will be increased by approximately 2.5%. The attachments to this Delegated Executive Decision detail the the revised charges which are proposed to be introduced from 1st April 2015.
