Title:
Responding to increased demand for Special School places within St. Helens
Summary of Decision:
To approve a 6 week consultation on the proposed development of a Resourced Base for children with MLD at Rectory CE Primary School.
Proposed Decision:
The consultation will involve notification of the proposal to the following stakeholders: - Parents of children with SEN know to parent partnership - Parents of children at Rectory CE Primary School - Director of Education, Liverpool Diocesan Authority - Director CYPS, Wigan MBC - Billinge and Seneley Green Parish Council - St.Helens North MP Information on the proposal will also be published on the Council's consultation webpage for the designated 6 week period.
Summary of Reason for Decision:
To free up capacity within special schools to deal with increased demand and provide increased choice for parents.
Reason for Decision:
The Local Authority is required, under the Education and Inspections Act 2006, to follow the statutory school organisation process for additions, alterations or removal of provision recognised by the LA as reserved for pupils with special educational needs (SEN). The proposed 6 week consultation period is the first part of this process. Following the initial consultation a review of feedback will be held and Members will be asked to approve the publication of a Statutory Notice and Proposal, if it is decided to proceed. An MLD Resourced Base has already been set up at Haydock High for Secondary school pupils. This proposal would meet a similar need for Primary School pupils.
Risks Associated with this Decision:
Opposition to the proposal by the public
Measures to Redress Risk:
Discussions have already taken place with the School and school Governing Body who are supportive of the proposal. This is a consultation on a proposal - all responses will be given appropriate consideration before a decision is taken.
