To award contract for 2016/17 at a value of £9,710 to Citadel Arts Centre for Community Arts Provision and for the following year 2017/18 at a value of £9,710.
Summary of Reason for Decision:
This decision seeks a qualified exemption for the award of a contract to the Citadel Arts Centre for a community arts programme.
Reason for Decision:
The Citadel are the sole supplier with the venue, resources, skills and experience to deliver this service in a central location within St. Helens.
Risks Associated with this Decision:
1) Citadel could cease trading 2) Failure of Provider to deliver arts programme
Measures to Redress Risk:
1) The Citadel has a Budget forecast for the 2016/17 year which has been verified and authorised by the Citadel Board. The Citadel are highly unlikely to cease trading in the 2016/17 year. There are measures in place within the contract to reclaim payments should the Citadel cease trading. 10% of the payment is withheld until adequate monitoring and evaluation information has been provided at the end of the financial year to ensure all delivery outlined in the contract has been met. 2) The Citadel's track history in delivery is exemplary. There are measures in place within the contract to reclaim payments should the Citadel fail to deliver the programme adequately.
