To authorise St Helens Council participation in the procurement of the replacement North West Region Flexible Purchasing System for Supported and Independent Living Services for young people leaving care 2019
Proposed Decision:
To authorise St Helens Council participation in the procurement of the North West Regional Flexible Purchasing System for Supported and Independent Living Services for young people leaving care to be procured by Bolton Council on behalf of all 23 participating North West authorities for future purchasing of SaILs placements from 1st October 2019 to ensure collaboration to secure appropriate, high quality and good value support and accommodation for our Care Leavers
Summary of Reason for Decision:
The current SaILS DPS expires at the end of March 2020 and the Council needs to put in place a contract to procure any necessary SaILs placements for young people beyond that date. This FPS will replace current arrangements managed via Tameside.
Reason for Decision:
Since April 2014, wherever possible, SaILs placements for children and young people leaving care have been procured through a regional Dynamic Purchasing System (DPS). When the DPS was originally entered into, it was entered into on the basis of a core contract period of 2 years with further optional extension periods of up to 2 years built in. There are opportunities for new and innovative ways of procuring placements, but these have a mixed evidence base for efficacy and must be balanced against the increasing numbers of providers in this market. A regional working group was established to review the current arrangements, test alternative models and apply the learning from regional contracting to the SaILs market, in order to confirm the best option. A replacement regional Flexible Purchasing System with revised sub regional arrangements for evaluation and monitoring was felt to be the best option.
