Proposed Decision:
To approve: a) Remaining Individual schemes under the Major Merseyside Local Sustainable Transport Fund; and b)The procurement process for the scheme delivery
Summary of Reason for Decision:
As part of the LSTF programme the remaining schemes have been worked up and approval is now sought for their implementation
Reason for Decision:
On the 27th June 2012 The Merseyside Transport Partnership was awarded £19.99m from the Local Sustainable Transport Fund (LSTF) for its Major Bid. Approval to accept Merseyside LSTF Major Bid Grant element for St.Helens (£2.739m) and approval to include the scheme within the Capital Programme was granted by Delegated Executive Decision 0051 2012/13. An outline of the packages for St.Helens elements of the bid were attached to that decision. The decision also stated that once final detail and designs were known for individual schemes approval would be sought for these. Further schemes have now been developed and approval for these to be delivered is now sought in order to ensure project delivery. The allocation of funding in the Engineering Capital and Revenue programmes for 2013/14 towards the LSTF schemes was approved by Cabinet on 27th May 2013 Minute 7.

Measures to Redress Risk:
To reduce implementation timescales, a Schedule of Rates tender is proposed to span a number of projects within the LSTF programme rather than a myriad of small repetitive contracts. Contractors to comply with Chapter 8 of the Traffic Sign Manual. Contractors will be required to develop Health and Safety Plans and Method Statements for the construction of the works will be critically examined.
