To enter into a protocol in relation to the provision of mutual aid arrangements between the Merseyside districts in the event of a major incident

Summary of Reason for Decision:
In the interests of appropriate emergency planning for the Merseyside area
Reason for Decision:
In accordance with the provisions of the Civil Contingencies Act 2004, the local authorities on Merseyside are Category 1 responders in the event of a civil emergency. As such, they have a range of plans and resources which would be used as necessary. The districts already work closely together on emergency planning issues. The Local Resilience Forum, on which the Council is represented, has agreed the wording of a protocol which provides for each Merseyside district to request assistance from any or all of the other districts in the event an emergency arises in their area. Whilst there will be no requirement to provide resources to another district, the Council is indicating by agreeing to the protocol that it will provide whatever assistance it can at the requesting Council's expense and, similarly, may request support from another district but would be obliged to meet the cost of that support. The protocol is simply worded and the Council is not legally obliged to provide support requested if it finds itself unable to do so due to practical considerations.
