Title:
Music Service Charging Structure 2020
Summary of Decision:
To approve the new charging structure used by the Music Service in respect of charges for services to schools and members of the public.
Proposed Decision:
To approve the revisions to the current charges to schools and members of the public for services provided by the Council Music Service.
Summary of Reason for Decision:
A significant part of the Service budget is derived from buyback from schools. Additional income is generated from the public for other services.
Reason for Decision:
In April 2010 the Council created the Music Service, which began trading with schools in October 2010. Charges in respect of the service are reviewed on an annual basis in accordance with the Council's policy on fees and charges. As the service has developed it has also created new services, activities and income streams that reflect its core role of providing quality musical experiences for young people. These include: concerts (entry is charged to the audience), additional weekend or holiday courses, the purchase of tutor books and instruments through the Assisted Instrument Purchase Scheme (AIPS). In addition to this a small number of gifted and talented students are invoiced directly for the lessons they have centrally as part of the Music Centre activities.
Risks Associated with this Decision:
Loss of income from schools feeling the service does not offer value for money. Some schools could chose not to purchase tuition from the service. This is normal and to be expected when compared to other Local Authorities.
Measures to Redress Risk:
The Music Service has a range of checks and procedures in place as a Council Service that ensure it carries out its functions and duties. Staffing levels alter year on year to reflect the levels of buyback from schools and other needs of the wider Music Education Hub and its partners. The National Plan for Music Education clearly states what schools should be providing their pupils in school. The Music Education Hub has a requirement to challenge schools over their levels and type of provision. The music service takes a lead role in supporting schools to provide and deliver these requirements.
