Title:
Sutton Leisure Centre Third Generation pitch.
Summary of Decision:
To accept a grant of £677,126 from the Football Foundation and appoint contractor Support in Sport to deliver the project at Sutton Leisure Centre.
Proposed Decision:
St.Helens Council were approached by both the Football Association and Football Foundation with regards to the development of a third generation pitch in the south of the Borough. DED 0156 2017/18 agreed for officers to commence work for the submission of the application. It also approved up to £200,000 as a financial contribution towards the project which can be funded from Prudential Borrowing with the repayment costs met from the additional income the pitch is forecast the generate. This decision seeks approval to accept the grant from the Football Foundation of £677,126 towards the project costs of £803,728 for an artificial turf pitch at Sutton Leisure Centre.  A framework tender analysis completed by the Football Foundation's approved technical advisors, RLF Building Futures, attached to this decision recommends Support in Sport undertake the work.

Demand for the pitch has been identified in the Council's Open Space, Sport and Recreation Assessment (OSSRA) 2016 and the FA's Local Football Facilities Plan 2019.

The demand for the pitch has been identified in the Council's Open Space, Sport and Recreation Assessment (OSSRA) 2016 and more recently the FA's Local Football Facilities Plan 2019. However, without the financial assistance from the Football Foundation, the scheme would not progress as the Council does not have the resources to deliver the project.  The project is also fully supported by the Sutton Academy with whom the Leisure Centre shares the site. The Borough’s Playing Pitch Strategy identifies the demand for a fifth pitch. At present the borough has four large third generation pitches: · Rainhill High School – FIFA Certified Pitch · Ruskin Drive Sports Village – FIFA Certified Pitch · Ruskin Drive Sports Village – IRL Certified Pitch · Cowley Language College – Non certified
Risks Associated with this Decision:
The application was encouraged by the Foundation following a review of the facilities and demand within the borough. Failure to accept the grant could prevent any further succesfull applications in the future.
Measures to Redress Risk:
The decision approves the acceptance of the grant so if approved removes the reputational risk with the Foundation. The contractor involved will need to be verified for CIS purposes.
