To approve delivery of the ' Our St Helens' Community Grant Award scheme
Proposed Decision:
To approve the process for awarding grant funding to 'not for profit' community organisations in order to meet the objectives contained within the Our St Helens Outcome Framework.
To seek exemption from contract procedure rules in accordance with Paragraph 5.2.3 (i).
Summary of Reason for Decision:
To approve the process for awarding MHCLG Controlling Migaration grant funding to community organisations.
Reason for Decision:
The Liverpool City Region has been awarded Controlling Migration grant funding (CMF) from the Ministry of Housing, Communities and Local Government (MHCLG) to support the provision of services aimed at easing pressures on local services due to migration issues (LCR grant award letter and table of funding attached). St Helens has been allocated £20K per annum over 2 years to deliver a Community Grant award scheme, with a requirement to 50% match fund with existing funding received from the Syrian Vulnerable Persons Relocation Scheme (SVPRS). A total community grant pot of £80K is therefore available over two years.
Risks Associated with this Decision:
Failure to approve a community grant delivery mechanism will lead to St Helens failing to meet targets within the LCR Community Grant project and lead to a subregional underspend on the MHCLG grant.
Measures to Redress Risk:
Application documentation has been developed in consultation with LCR co-ordinators to ensure applications meet grant requirements.
Anti Poverty / Human Rights / Agenda 21 Implications:
Community grant funding will assist not for profit organisations to develop / expand services which meet the needs of vulnerable migrant households.
