Highway Asset Management Update on Term Maintenance Contract Review
Summary of Decision:
To approve updated Term Maintenance Contracts strategy and ensure good asset management and procurement, including extensions of TMC5 & 12
Proposed Decision:
To approve an updated structure for Highway Maintenance Term Maintenance Contracts (TMC) and a procurement strategy to ensure effective asset management and value for money in the light of reducing budgets, uncertainty over workload and changing procurement rules; including extending TMC5 & 12 to allow completion of procurement processes.
Summary of Reason for Decision:
To ensure TMC's continue to meet good asset management practices and comply with procurement rules.
Reason for Decision:
DED 0127 2015/16 approved a review of the highway term maintenance contracts which included extensions to 4 contracts until September 2016. This DED updates the previous decision and includes a further extension to contracts.

Not meeting procurement rules
Measures to Redress Risk:
Temporary extensions until new contracts published or joint contracts with others entered into.

Fair tendering to ensure competitive procurement opportunities are made available. Supports local supplier for TMC12 provision of street nameplates.
