To approve the revised Corporate Charging Policy.
Summary of Reason for Decision:
The Corporate Charging Policy has been reviewed and revised to ensure that it is fit for purpose and up to date.
Reason for Decision:
The existing Charging Policy has been reviewed and revised to ensure that it is fit for purpose and provides up-to-date guidance. The revised policy sets out a framework for setting discretionary fees and charges to ensure: 1) that fees and charges are applied in a fair and consistent manner across all Council services; 2) the reasons for applying fees and charges are fully explored and understood; 3) charging structures and income collection systems are efficient and regularly reviewed; 4) tariffs, rates and the scope of charges are regularly reviewed and updated to ensure they are fit for purpose; 5) that fees and charges are in keeping with, and contributing to, the achievement of policy objectives and overarching Council policies/strategies, including those related to the budget. The policy as drafted will oblige the Council to: 1) take a corporate approach to the setting of fees and charges; 2) adhere to a series of guiding principles; 3) make sure that tariff structures and levels are based on clear and documented principles; 4) review tariffs and yields at least once a year; 5) undertake a detailed review of each category of fees and charges on an appropriate frequency; and 6) provide appropriate notice to service users prior to implementing new or amended fees and charges.
