Summary of Decision:
That post 22 July 2015 changes to the proposed development scheme do not materially impact on the reasons why the CPO action should be pursued.
Proposed Decision:
To note the changes made to the proposed development scheme since the decision taken by the Cabinet on 22 July 2015, and further to accept that the changes made do not materially impact upon the reasons why the decision to pursue the Compulsory Purchase Order was taken.
Summary of Reason for Decision:
The changes made to the proposed development scheme are not of the order so as to impact on the reasoning of the Cabinet when it took the decision to pursue the CPO action on 22 July 2015.
Reason for Decision:
The changes made to the proposed development scheme comprise detailed changes to highways and landscaping works and do not materially impact on the justification for the Compulsory Purchase Order which was fully set out in the report presented to the Cabinet on 22 July 2015.Whilst the revised proposal does in addition show a reduction in parking on the site from 441 to 411 spaces it is considered that the reduced number of spaces is still sufficient so as to allow the scheme to meet its original objectives.
