Title:
Participation in the DfE Social Care Innovation programme
Summary of Decision:
To agree the Council's participation in the "DfE Social Care Innovation programme" in partnership with Pause UK.
Proposed Decision:
To agree that the Council participates in the "DfE Social Care Innovation programme" .
Summary of Reason for Decision:
DfE are seeking proposals to test new ways of delivering social care services.
Reason for Decision:
The proposal is to be a named site to a proposal to be submitted by Pause UK, to deliver the Pause programme which is aimed at women who have had 2 or more pregnancies which result in care proceedings. The aim is to stop the pattern of repeat preganancies through a targeted inventention over 18 months with women immediately following care proceedings. In St Helens in the last 5 years, St Helens saw 169 children(aged under one at the time of being looked after) were removed from 141 women. Of this cohort 16 women had 2 chidlren removed and 6 had 3 children removed. As a condition of their engagement, women agree to using long-acting reversible contraception, whilst the programme works intensively with women to address the issues which create this pattern of repeat pregnancies. This programme was developed in Hackney who identified a gap in support for this group of women once their children had been successfuly removed. The evidence from Hackney and from the wave 1 sites are that this successfully reduces the number of repeat pregnacies and therefore the number of children who would need to be looked after.
Risks Associated with this Decision:
If the Council chooses not to participate in this programme, the looked after placement budget will continue to be a budget pressure
Measures to Redress Risk:
Participation in the programme will enable the Council to address the numbers of children taken into care from this cohort of women, by preventing repeat pregnancies.
