Selwyn Jones Sports Centre Upgrade - Progression to Capital Cost Certainty
Summary of Decision:
To approve the continued use of the UK Leisure Framework to progress the Selwyn Jones Sports Centre sports centre refurbishment to cost certainty
Proposed Decision:
To approve the continued use of the UK Leisure Framework to progress the Selwyn Jones Sports Centre refurbishment project to cost certainty at a cost of £64,954.98
Summary of Reason for Decision:
To provide the Council with a fixed price before it approves the execution of the project.
Reason for Decision:
The Council approved the refurbishment of Selwyn Jones Sports Centre at Cabinet on 7th December 2016 and in a subsequent DED (0002 2017/18) approved the use the Framework to progress this in more time and cost efficient way. Work completed to date at no cost to the authority has evidenced the financial viability of a refurbishment and justifies progressing to cost certainty at which point the Council can take a final decision, at its Cabinet meeting in October, on the project with the knowledge of a guaranteed maximum price. The costs for obtaining the fixed price are contained within the original budget of £650,000 approved at Cabinet
Risks Associated with this Decision:
Once in receipt of the fixed cost and detailed design the Council could choose not to progress resulting in abortive costs
Measures to Redress Risk:
Initial feasibility work has been undertaken to determine the likely capital and revenue implications of the project to enable both to be considered at all stages of the decision process
Anti Poverty / Human Rights / Agenda 21 Implications:
A full review of energy saving opportunities will be undertaken as part of this exercise
