To approve the Health and Safety Service Plan 2019/2020
Proposed Decision:
To approve the Health and Safety Service Plan 2019/2020, which describes the proposed priorities and work programmes that will be delivered by the Environmental Health team over the course of the year.
Summary of Reason for Decision:
The plan is a statutory requirement under the Health and Safety at Work etc. Act 1974, which requires endorsement by Delegated Executive Decision.
Reason for Decision:
St Helens Council is a regulating authority under the Health and Safety at Work etc. Act 1974 and is required by Section 18 of that act to set out the arrangements through which it will effectively fulfil this function. The Health and Safety Service Plan 2019/2020 is the mechanism through which the Council can demonstrate that this duty is being met.
Risks Associated with this Decision:
Loss of reputation or damage to the Council should the authority fail to deliver the statutory service effectively.
Measures to Redress Risk:
The deployment of an adequate number of fully qualified health and safety inspectors, who meet the relevant competency requirements. The design and implementation of work programmes, which are both risk based and fully in line with national guidance.
